AND VETOED BY GOVERNOR LANE AND HIS REASONS

IN EACH CASE FOR THE SAME.

SENATE BILL No. 46.

AN ACT to repeal and re-enact, with amendments, Section 83
of Article 2B of the Annotated Code of Maryland (1939
Edition), title "Alcoholic Beverages", sub-title "Hours and
Days for Bale", as said section and Article were enacted by
Chapter 501 of the Acts of 1947, relating to the sale of
alcoholic beverages by licensed clubs in Allegany County
on Sundays.

It is not necessary for me to express my views on the sub-
stance of this measure. The reason for my veto of the change
in the Allegany County liquor law proposed in Senator
Kimble's bill is two-fold: (1) Nothing of an emergency char-
acter is involved; (2) Ample opportunity to be heard was not
accorded to those who might oppose the proposed amendment
of the law and, under the constitution, this Act, if approved,
would not be referable.

HOUSE BILL No. 31.

AN ACT to repeal and re-enact, with amendments, Section
359 of Article 22 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Washington County", sub-title
"Hagerstown"', sub-heading "Mayor and Council", relating
to the retirement payments for members of the Police Force
of Hagerstown and their widows.

I am informed by the Mayor and City Council of Hagers-
town that the proposal made in this bill was never submitted
for their consideration. They object to its provisions on the
ground that the pensions it would establish would not uni-
formly be applied to members of the Hagerstown Police De-
partment. In addition, I do not believe it is a matter of
emergency character. Therefore, I will veto the measure.
