thereof, shall designate the persons intended by them
to represent the said political parties respectively;
one challenger and one watcher, representing each of
the political parties, shall be allowed to be present at
the several voting places during the voting and count-
ing of the ballots, said challengers and watchers to be
appointed by the governing body of each of the poli-
tical parties.
"Sec. 4. The form of the ballot with the name of .
candidates for the several offices to be filled or dele-
gates to be voted for, shall be furnished by the gov-
erning bodies of said political parties to the said
Supervisors of Election at least fifteen days before the
day upon which said primary is held, and shall be
published at least one time in two or more papers
printed in said county.
"Sec. 5. The Supervisors of Election shall furnish
to the judges all the ballots to be used in said prima-
ries, and also the blanks upon which their returns are
to be made. The said supervisors shall have said
ballots printed in accordance with the provisions of
the preceding section; each of said ballots shall be
signed by, or stamped, with a fac simile of the signa-
ture of the president of the Board of Supervisors of
Election: the said ballots shall then be put up in.
sealed packages, one package for each of said political
parties, in each of the election precincts of said county;
each of such packages shall contain three ballots for
each voter of said party in the precinct for which
such package is intended. The number of ballots
shall be determined at the first election held here-
under by a certificate to be furnished by the govern-
ing body of each of said parties and thereafter by the
poll-book of the last preceding primary election. The
packages of ballots for each precinct, prepared as
aforesaid, together with the ballot boxes, registry
books and necessary blanks for each precinct, shall be
delivered to the return judge of each precint at least
two days before the date of said primary election.
"Sec. 5 1/2. The return judge for each election precinct
shall deliver the returns of the said primary election
in said precinct to the Board of Supervisors of Election
