$100,000, the proceeds to be used for the completion of the
Montgomery County incinerator and for other purposes,
said bonds conforming in every respect to the general
construction bonds heretofore issued from time to time
by the Commission.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Washington Suburban Sanitary Commission
is hereby authorized to issue its bonds or notes under its
hand and seal in a sum not to exceed $100,000 with interest
not to exceed four (4) per cent per annum maturing serially,
in such amounts annually as may be fixed by said Commis-
sion, but all payable within a period of twenty years from
date and said bonds or notes shall be sold as the general
construction bonds of said Commission are now sold; and
for the purpose of paying interest on said bonds and the
principal of the same as they become due, said Commission
is authorized to make and fix a reasonable schedule of charges
for the reception and disposal of all garbage, trash, rubbish,
refuse or junk. The receipts therefrom shall, after payment
for the operation of the plant recently constructed in Mont-
gomery County and the requirements of a presently out-
standing issue of bonds, be applied toward the payment of
the principal and interest on this issue of bonds; and in the
event that the net proceeds of said fees and charges are not
sufficient to meet the requirements of both principal and in-
terest of said bonds or notes, said Commission is authorized
and directed to pay the necessary difference out of the gen-
eral water receipts of the Commission provided for in Chapter
122 of the Acts of the General Assembly of 1918; the proceeds
of said bonds to be used for the completion of the incinerator
in Montgomery County and for such other purposes in con-
nection with the operation of the trash and garbage collection
system in Montgomery County as may be deemed necessary
or desirable by the Commission.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
