2222 JOINT RESOLUTIONS.

settle the jurisdiction and navigation of the Potomac and
the lower part of the Chesapeake Bay; and,

WHEREAS, that compact did establish that the right of
fishing in the river shall be common to, and equally enjoyed
by, the citizens of both states, and that all laws and regu-
lations which may be necessary for the preservation of
fish shall be made with the mutual consent and approba-
tion of both states; and,

WHEREAS, since that time the fisheries of the Potomac
River and Chesapeake Bay have greatly developed, in-
creased, and then declined with a corresponding and con-
tinuing increase in the problems having to do with the
regulation, conservation, and development of the fisheries;
and,

WHEREAS, it is confidently believed that a better coordi-
nation of legislation, regulations and law enforcement by
the two states will result in the conservation and restora-
tion of the fisheries to the benefit of the seafood industry
of the nation as well as to the states of Virginia and
Maryland; and

WHEREAS, the people and government of Maryland have
always been and are now willing and anxious to cooperate
with the people and government of Virginia with, respect
to legislation for the conservation and restoration of the
fisheries and seafood industry in the Potomac River and
Chesapeake Bay and the enforcement of such legislation;
and,

WHEREAS, such results can best be accomplished through
the cooperative efforts of the two states by or through a
joint or common agency; now, therefore, be it

Resolved by the General Assembly of Maryland, That
the Governor of Maryland be and he is hereby authorized
to appoint a Commission of three citizens of this State to
serve without compensation and to confer with a similar
Commission of three citizens of the State of Virginia to
be appointed by the Governor of Virginia for the purposes
hereinafter set forth:

(1) To restudy the compact of seventeen hundred and
eighty-five and the concurrent legislation enacted there-
under with respect to the fisheries of the Potomac River
and Chesapeake Bay.
