expenditure the possible profit to the citizens of Allegany
County remains highly dubious; and

WHEREAS, in the absence of adequate and thorough study
into the method of operation of said dispensary, there is
present considerable doubt as to the advisability of involv-
ing so large a sum of public money, particularly in the
absence of a clear showing that such a dispensary can be
operated in a manner such as would show a reasonable
profit; now therefore be it

Resolved by the General Assembly of Maryland, That
the County Commissioners of Allegany County be and
there are hereby requested to appoint, before October 1,
1947, a Committee to be composed of competent citizens
of said county who are not associated with and have no
interest in, either directly or indirectly, the control, proc-
essing or manufacture of distilled spirits and alcoholic
beverages; said Committee, if duly appointed, to make a
thorough study into the advisability and feasibility of a
County-owned and operated dispensary of distilled spirits
and alcoholic beverages purchased either at wholesale or
retail, or both, with particular emphasis being placed upon
the ability of said dispensary to purchase from whole-
salers or manufacturers; and be it further

Resolved, That said Commission shall report in writing
to the County Commissioners of Allegany County any
proposed plan of operation that it may formulate, upon
the receipt of which the said County Commissioners shall
hold public hearings and gather itself such other informa-
tion as it might deem necessary, after which said report
together with the recommendations of the County Com-
missioners shall be submitted to the members of the Gen-
eral Assembly of Maryland from Allegany County before
October 1, 1948; and be it further

Resolved, That the County Commissioners of Allegany
County shall appropriate a sum sufficient to enable said
Commission, if duly appointed, to conduct effectively and
completely the aforementioned study; and be it further

Resolved, That this Resolution be spread upon the Jour-
nals of the Senate and the House of Delegates and that
the Secretary of the Senate be and he is hereby directed to
send a copy of this Resolution to the President of the
County Commissioners of Allegany County.
