gambling devices. I feel that the present unfortunate ten-
dency should be curbed and discouraged. I shall veto all
of these bills.

HOUSE BILL 385

AN ACT to repeal Sections 292 to 295, inclusive, of Article
27 of the Annotated Code of Maryland, title "Crimes and
Punishments", sub-title "Gaming", said sections relating
to licenses for certain race courses.

In am advised by the Attorney General that there is a
possibility that this bill if approved may deprive race tracks
of their exemption from the gambling laws.

The bill will be vetoed.

GAME AND INLAND PISH COMMISSION
HOUSE BILL 701

AN ACT to repeal and re-enact, with amendments, Section 3
of Article 99 of the Annotated Code of Maryland (1943
Supplement), title "Birds, Game and Inland Water Pish",
sub-title "Commission", relating to the appointment and
terms of the Game and Inland Pish Commission.

This bill would raise the membership of the Game and In-
land Fish Commission from five to nine members, seven of
whom would be required to have certain geographical resi-
dence and two of whom should be selected from the Farm
Bureau and the State Grange.

From the extended hearing that was held on the bill, I am
convinced that both those who are opposed and those who
favor the bill are in agreement as to the fundamental object-
ives sought to be attained. They disagree as to whether this
bill will provide a procedure which would accomplish those
objectives.

The bill is opposed by members of the Game and Inland
Fish Commission and many of the sportsmen throughout
the State. On the other hand it is strongly urged by the
Maryland League of Sportsmen. Since the adjournment of
the Legislature, several of the members who voted for the
bill, have communicated with me asking that the bill be ve-
toed. In this confusion I do not feel that the bill should
receive my approval. Instead I shall appoint a commission
to study the whole matter with the expectation that a more
harmonious conclusion can be reached.

The bill will be vetoed.
