This bill requires drinking straws to be completely enclosed
in individuals wrappers. It is opposed by the State and Bal-
timore City Health authorities as of no great value from the
point of view of public health and will therefore be vetoed.
HOWARD COUNTY
HOUSE BILL 822
AN ACT to repeal and re-enact, with amendments, Section
76 of Article 14 of the Code of Public Local Laws of Mary-
land, title "Howard County", sub-title "County Commis-
sioners and County Collectors", relating to work done by
the County Commissioners which must be done by contract
and providing that said section shall not apply when the
County Commissioners desire to do construction or improve-
ment work on County roads with their own forces.
This bill gives, in addition to some other amendments, the
County Commissioners of Howard County the same authority
to build roads for force account as was proposed for all the
counties under House Bill No. 438. For the reasons stated
in disposing of House Bill No. 438, I shall veto House Bill
No. 822.
KENT COUNTY
SENATE BILL 497
AN ACT to add a new section to Article 99 of the Annotated
Code of Maryland (1943 Supplement), title "Birds, Game
and Inland Water Fish", sub-title "Water Fowl and Mi-
gratory Birds", to be known as Section 47 A and to follow
immediately after Section 47 of said Article, as amended by
Chapter 987 of the Acts of 1945, relating to duck blinds in
Kent County.
This bill would prohibit issuance of duck blind licenses in
Kent County to any person other than the property owner.
Were this a State-wide bill, only property owners would be
able to hunt wild waterfowl in the State of Maryland.
The request of the Game and Inland Fish Commission,
that the bill will be vetoed, will be complied with.
