or with respect to any other matter necessary or advisable for
the proper or economical construction, establishment, main-
tenance or operation of a water supply or sewerage system.
SEC. 16. And be it further enacted, That every act or
omission designated as a misdemeanor in this Act, unless
otherwise stated, shall be punishable before any Justice of
the Peace or the Circuit Court of Cecil County within such
offense is committed, and action shall be brought by warrant
or indictment upon the oath or information of any municipal
official, or any agent of municipal authorities, and the of-
fender shall, upon conviction, be subject to a fine not exceed-
ing $100 or 30 days in the county jail, or both, in the dis-
cretion of the Court. Where such act or omission is of a
continuing nature, and is permitted in violation of the pro-
visions of this Act or of any rule or regulation formulated
thereunder, a conviction for one offense shall not be a bar
to a conviction for a continuation of such offense subsequent
to the first or any succeeding conviction.
SEC. 17. And be it further enacted, That whenever the
bonds or any part of the bonds authorized by this Act are
sold, the Commissioners of Chesapeake City may levy upon
the assessable property of Chesapeake City annually, so long
as any of said bonds are outstanding, such sum or sums of
money in addition to the tax rate authorized by Section 101, of
Article 8, of the Code of Public Local Laws of Maryland, title
"Cecil County", sub-title "Chesapeake City", as may be neces-
sary to pay the interest on said bonds and to retire the said
bonds at maturity.
SEC. 18. And be it further enacted, That all Acts and parts
of Acts inconsistent with the provisions of this Act be, and
the same are hereby repealed to the extent of their incon-
sistency provided that nothing herein contained shall be taken
as repealing any part of Chapter 810 of the Acts of the Mary-
land Legislature of 1914, nor as restricting any control which
the State Board of Health of Maryland is empowered to
exercise.
SEC. 19. And 6e it further enacted, That this Act shall
not become effective until it shall be submitted to the regis-
tered and qualified voters, of said town at a special election
to be called by the President and Commissioners of said town.
On the ballot to be used at said election, there shall be
printed the title of this Act and underneath said title on
separate lines a square box to the right of and opposite the
words "For Water and Sewer Bonds", and a corresponding
square or box to the right of and opposite the words "Against
