Which was read a first time.
Mr. Smith, of Baltimore county, Chairman of a Select
Committee, reported favorably,
A bill entitled an Act to prohibit the Clerk of the Circuit
Court of Baltimore county, from issuing licence to vendors of
spirituous or fermented liquors or lager beer in the village of
Warren Factory, or at any place nearer than one mile in
every other direction.
Which was read a first time.
Mr. Gill, Acting Chairman of the Select Committee on
Rules, submitted the following
REPORT.
The Committee on Rules respectfully recommend for the
government of the House of Delegates, the adoption of the
Rules of the last House of Delegates, with the following
amendments :
Rule VI. Amend the same by inserting unfinished busi-
ness after leaves to introduce bills, and after the words
"have preference over all ordinary business," insert the fol-
lowing : That bills upon their second reading shall be the
order of the day on Tuesdays and Thursdays, and shall have
preference over all other business.
Rule XLV. Amend so as to read as follows : The following
Standing Committees to consist of seven members, except the
Committee on Ways and Means, Committee on the Judicia-
ry, Corporations, Education, Elections, Inspections, and En-
grossed Bills and Resolutions, which shall consist of nine
members each, and the Committee on the Chesapeake Bay
and its Tributaries, which shall consist of fifteen members,
one from each of the Legislative Districts of Baltimore city,
and one from each of the following counties, viz: Anne Arun-
dle, Charles, Calvert, St. Mary's, Hartford, Kent, Queen
Anne's, Talbot, Dorchester, Wicomico, Worcester and Som-
erset, shall be appointed by the Speaker at the commence-
ment of the session, viz : and after the words of the Consti-
tution of the 27th Committee, insert the following: That
none of the above Committees shall be increased or decreased
except by a two-third vote of all the members eleeted to this
House.
Rule XLIV. Strike out the word "Joint."
