WHEREAS, it is deemed to be the duty of the State of
Maryland, acting through the General Assembly, the duly
constituted law-making body for said State, to provide for
the calling of a Convention to ratify or reject the aforesaid
proposed amendment to the Constitution of the United
States, with reasonable promptness and without unneces-
sary delay, therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That on the 12th day of September, 1933, there
shall be a special election in the State of Maryland at which
there shall be elected by the legally qualified voters in each
Congressional District, three delegates, and in the State at
large six delegates, (making a total of twenty-four Dele-
gates) to the Convention provided for by this Act.

SEC. 2. And be it further enacted, That at the said spe-
cial election all persons who are entered upon the registry
books as qualified voters shall be entitled to vote and in
addition thereto all persons who are entitled to be regis-
tered as legally qualified voters of this State shall be per-
mitted to register and vote on said day of election.

SEC. 3. And be it further enacted, That except as other-
wise provided in this Act, said special election shall be con-
ducted and the results thereof ascertained and certified in
accordance with the Constitution and laws of this State re-
lating to elections for the Senate and House of Delegates
of Maryland.

SEC. 4. And be it further enacted, That no person shall
be eligible as a Delegate to said Convention who, at the time
of the election, is not a citizen of the State of Maryland,
and who has not resided therein for at least three years
next preceding the date of the election and the last year
thereof, in the case of Delegates from the Congressional
Districts, in the Congressional District which he or she may
be chosen to represent; nor shall any person be eligible as a
Delegate who has not attained the age of twenty-five years
and no person holding any office or employment under the
United States, the State of Maryland, or any County, City,
town or political sub-division thereof, shall be eligible as a
Delegate to said Convention.

SEC. 5. And be it further enacted, That there shall be no
primary election for the nomination of Delegates to said
Convention. The candidates for election to said Conven-
tion shall be nominated in the following manner:
