they can get is after the figures have all been refined

in terms of the staff they have employed, and our office

checks then as to certification, as to where they stand

on the salary schedule and all this, teacher by teacher.

MR. CASE: I take it, then, the money is not

appropriated out of the treasury to the State Department
|

until after the fact; is that correct? In other words,

you don't get the money and then turn it back.
