It is. the Governor's sole responsibility and there are no

limitations at all.

The departments are requested to submit the

requests for funds to operate the department for the en-

suing fiscal year, and the Governor has the right to review

those requests and adjust them accordingly.

get is exactly the way the spending program of the State

should be handled. I think it is the Governor's respon-

sibility for the fiscal integrity, the fiscal stability
