broad and flexible. It is a good umbrella for the public

schools of the State.

"State aid items are mandated by action of the

General Assembly and the Governor in accordance with powers

granted by the Constitution. Once these items are legis-

lated, it is good policy for the budget to be fixed without

alteration in accordance with the formulas so designated.
