The Committee recommend, as a practical mode of dispo-
sing of the subject for the present, that the memorial from
Montgomery county and the letter of Mr. Biggs be transmit-
ted by the Clerk to Mr. Horsey, with a copy of the resolution
hereto appended.

Also, proposed the following :

Resolved, That the memorial of certain citizens of Mont-
gomery county and the letter of Mr. A. A. Biggs, communi-
cated to the House by His Excellency the Governor on the
10th of May inst., be transmitted by the Clerk to Outerbridge
Horsey, Esq., Commissioner to Virginia, with instructions to
obtain accurate information in regard to the subjects thereof,
and report the same to this House, together with the result
of such communications as he may have in reference thereto,
and which he is hereby instructed to open, with the Govern-
or of Virginia and the military authorities of that State, at
Harper's Ferry.
