EXECUTIVE CHAMBER,
Frederick City, June 24, 1861..
Gentlemen of the House of Delegates :

I herewith transmit to your Honorable body a copy of a
communication received from Hon. William H. Se ward, Sec-
retary of State of the United States, in response to a letter
from me enclosing the resolutions passed by your Honorable
body in reference to the reclamation of slaves escaping from
their masters and seeking refuge in the camps of the United
States.

To His Excellency,

THOMAS H. HICKS,

Governor of the State of Maryland:

Sir:—Your letter of the 20th inst., accompanied by a copy
of an order of the House of Delegates of the State of Mary-
land, relating to the reclamation of slaves escaping from their
masters and seeking refuge in the camps of the United States,
has been received and referred to the commanding General
for his consideration.

I am your Excellency's obd't, serv't,

WILLIAM H. SE WARD.

Which were read and referred to the committee on Federal
Relations.

On motion of Mr. Wallis,

The House took up for consideration the bill entitled, an
act appropriating a sum of money to the Chippewa Tribe,
No. 19, Improved Order of Red Men;

Said bill being upon its second reading,

The bill was then read the second, and by special order the
third time and passed by yeas and nays, as follow:
