forth in Section A of this Order, by July 1, 1989 and October 1, 1989, respectively.
Such actions shall include:

(1) The transfer of appropriate positions.

(2) The transfer of equipment and furniture associated with the
transferred positions, including all computer equipment and peripherals currently
utilized by the employment and training management information system.

(3) The transfer of appropriate records and accounts.

(4) The transfer in accordance with contract of all funds, with the
exception of those funds necessary to fund those JOBS activities which are not
delegated by the Department of Human Resources, to the Department of
Economic and Employment Development by approved budget amendment. This
transfer shall not include funds necessary to operate the Young Fathers Program.

(5) The furnishing of information to the appropriate government agencies
and the public concerning the transfer of responsibilities and functions pursuant
to this Executive Order.

(6) The audit and close-out of all records and and accounts pertaining to
the current year programs by Department of Human Resources.

D. Effective upon the signing of this Executive Order, the Secretary of the
Department of Economic and Employment Development, working in cooperation
with the Secretary of the Department of Human Resources, or their designees,
shall be responsible for the management of the transition, and the development
and implementation of an agreement of cooperative management of the JOBS
Program and Food Stamp Employment and Training Program.

Statewide Conservation Program

WHEREAS, The State is committed to protecting our precious heritage for present and
future Marylanders; and

WHEREAS, It is our sworn duty to acquire and protect the assets of the State, using
those resources necessary to meet public needs, but replenishing them where
possible; and

WHEREAS, It is important to reaffirm the need to encourage the conservation of all
our resources; and

WHEREAS, Materials and services must be suitable for the purposes intended, have
the lowest total cost of ownership, and be internally controlled to secure maximum
benefit; and
