EXECUTIVE ORDERS

WHEREAS, Gasoline vapors from motor vehicle refueling contribute significantly to
ozone pollution; and

WHEREAS, Stage II vapor controls are the single most effective step remaining that we
can take to reduce hydrocarbon emissions; and

WHEREAS, President Bush has proposed amendments to the federal Clean Air Act
calling for Stage II vapor controls; and

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE
STATE OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN
ME BY THE CONSTITUTION AND LAWS OF MARYLAND, HEREBY
PROCLAIM THE FOLLOWING ORDER:

A. To the greatest extent possible, all State agencies with gasoline dispensing
facilities shall install equipment to control emissions from the refueling of motor
vehicles.

B. The Department of the Environment, in cooperation with other State
agencies, shall develop an implementation schedule for the retrofitting of State-owned
gasoline dispensing facilities with Stage II vapor controls.

C. (1) The Department of the Environment shall be responsible for
monitoring compliance with this order.

(2) The Department of the Environment shall report to the Governor 30
days after the effective date of this order and every 3 months thereafter on the
implementation of this order.

WHEREAS, The Maryland State Flag is a beautiful and historic emblem of Maryland;
and

WHEREAS, The people of Maryland take great pride in their flag as they do in their
State; and

WHEREAS, An official protocol for the Maryland State Flag would promote the
consistent respectful treatment and display of the Maryland State Flag, thereby
further enhancing the pride of the people of Maryland in their flag in their State;
and

WHEREAS, Executive Order 01.01.1989.03, issued on January 18, 1989, created the
Governor's Commission on Protocol for the Maryland State Flag; and

WHEREAS, The Commission has met several times and developed a proposed protocol
for the Maryland State Flag, as directed by Executive Order 01.01.1989.03; and
