8 TWENTY-SEVENTH ANNUAL REPORT

Virginia under certain conditions, but the Governor refused to accept
any conditions insisting that since it was a Fairfax County document,
it should be returned to Fairfax County. After a year, suit was brought
against Mr. Morgan. He then returned the document to Virginia and
the suit was dismissed.

What is needed now is a clear decision in a precedent-setting court
so that the thousands of state and federal manuscripts now at large
and destined to be fought over one by one may come home quietly. In
order to get such a decision the issue should be joined in friendly
fashion and with agreement as to the governmental origin of the record
or records in contest. What a great day it would be to see all those
estrays now representing Maryland in "Autograph collections up and
down the East Coast" come marching home!
