Mr. Hugh Mulzac was educated in the Church of England School
at Kingston. In 1907 he left his home with the intention of becoming
a master of ocean steamships, and therefore, joined a ship from his
home as a sailor. Since that time he has touched at almost every
important port on the globe. He came to the United States in 1911,
and has striven hard under serious obstacles to obtain the position he
now holds as second officer.

Mr. Mulzac, who is naturally of a congenial and friendly dis-
position, is liked very much by all his fellow-officers. He was gradu-
ated December 24, 1918, in the Recruiting Service of the U. S. Train-
ing School, Baltimore, and received his license as Second Officer from
the Steamboat Inspection Service December 26. He is employed at
present by the U. S. Shipping Board Service.

In addition to what has already been mentioned, Mr. Mulzac is
the first colored man in this country to receive a license and diploma
of this nature, which is in itself a matter of much distinction. There
is therefore, no doubt that the colored people as a whole are deeply
concerned in the progress of their first representative in this field. There
is no doubt, judging from the reliability, intelligence and faithful at-
tention exhibited by Mr. Mulzac. that he will meet the hopes and
expectations of his many friends.
