28 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805.

WEDNESDAY, November 27, 1805.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.

Mr. Ringgold, from the committee, delivers to the speaker a bill, entitled, An act to authorise the justices

of the levy court of Washington county to assess a sum of money on the taxable property of said county for

the purposes therein mentioned; which was read the first time and ordered to lie on the table.

Petitions from Basil Pool, of Frederick county, and Richard G. Hardesty, of Prince-George's county, pray-
ing acts of insolvency, were preferred, read, and referred to the committee appointed on petitions of a similar

nature.

The bill, entitled, An act to ratify and confirm the proceedings of the committee of the Buckingham congre-
gation in Worcester county, and for other purposes, was read the second time and passed; which, together
with the bill, entitled, An act for the more effectual preservation of wild deer in Somerset county, the resolu-
tion in favour of James Boarman, of Charles county, and the resolution relative to the proprietary debt books,

were sent to the senate by the clerk.

A report of the trustees of the Easton academy, stating, that it would tend to the advantage of that insti-
tution if the annuity was applied to erect a suitable building, and praying that they may be authorised to do the
same, was preferred, read, and referred to Mr. Dickinson, Mr. Lloyd and Mr. Spencer, to consider and report
thereon.

The clerk of the senate delivers a bill, entitled, An act relative to sheriffs and constables, endorsed; " By
" the senate, November 23, 1805: Read the first time and ordered to lie on the table.

" By order, T. W. HALL, clk.

" By the senate, November 26, 1805: Read the second time and will pass.
" By order, T. W. HALL, clk. "
Which was read the first time and ordered to lie on the table.
And the bill, entitled, An act to change the names of Jacob Sedgwick, Matthias Sedgwick, George Sedgwick
and Christian Sedgwick, to the names of Jacob Adreon, Matthias Adreon, George Adreon and Christian Adre-
on, endorsed; " By the senate, November 23, 1805: Read the first time and ordered to lie on the table.

" By order, T. W. HALL, clk.
" By the senate, November 26, 1805: Read the second time and will pass.

" By order, T. W. HALL, clk. "
Ordered to be engrossed.

On the second reading of the resolution, by especial order, relative to the constitutionality of the bill passed
last session abolishing that part of the constitution which relates to the general court and court of appeals, the
question was put, That the words " to provide, &c. " be stricken out? Resolved in the affirmative.

The question was then put, That the question be taken upon the said resolution as far as the said amend-
ment? Resolved in the affirmative.

The question was then put, Will the house assent to the said resolution ? The yeas and hays being required,
appeared as follow:

THURSDAY, November 28, 1805.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr. Richard Mackall, Mr. Holland and Mr. Harryman, appeared in the house.

The bill, entitled, An act for the relief of John Carnan and Abraham Pennington, insolvent debtors, of Cae-

cil county, and the bill, entitled. An act for the relief of Richard Waters, of William, Ezekiel Gilliss and Ri-
chard Minish, of Somerset county, were read the second time, passed, and sent to the senate by the clerk.

The following order was read and agreed to.
