VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805. 39

Mr. Waters, from the committee, delivers the following report:

THE committee to whom was referred the memorial of John B. Colvin, of Frederick county, report, that;
they have taken the same into consideration, and are of opinion that the prayer of the memorialist It reasona-
ble and ought to be granted; they therefore submit the following resolutions:

RESOLVED, That the treasurer of the western shore be and he is hereby directed to purchase —— copies of
the Magistrate's Guide and Citizen's Counsellor, published by John B. Colvin, and to pay the amount thereof
out of any unappropriated money in the treasury.

RESOLVED, That the governor and council cause the said books to be forwarded and distributed as follows:
To the place of holding the county court of each county, three copies, one for the county court, one for the
orphans court and one for the levy court of each county.

Which was read.

A petition from Henry Child and Howell Price, of the city of Baltimore, praying a special act of insolvency,
was preferred, read, and referred to Mr. Stephen, Mr. Ellicott and Mr. Ringgold, to consider and report thereon.

A petition from Nicholas and Mary Ryland, of Baltimore county, praying that the levy court of said county
may be directed to levy a sum of money for their support, was preferred, read, and referred to Mr. Harryman,
Mr. Lemmon and Mr. Porter, to consider and report thereon.

A petition from sundry inhabitants of Baltimore county, praying a road may be opened to run by the metho-
dist meeting-house at Joseph Taylor's, and near Benjamin Tracy's mill, was preferred, read, and referred to
Mr. Harryman, Mr. Lemmon and Mr. Ringgold, to consider and report thereon.

A petition from Ely Dorsey, of Ely, and Araminta, his wife, of Frederick county, praying a confirmation
of their marriage articles, was preferred, read, and referred -to Mr. Stephen, Mr. Kuhn and Mr. Waters, to
consider and report thereon.

On motion, Leave given to bring in a bill, entitled, An act authorising a lottery to raise a sum of money to
purchase a fire engine, and to purchase ground and build a school-house in Rockville, in Montgomery county.
ORDERED, That. Mr. Watts, Mr. Carroll and Mr. Selby, be a committee to prepare and bring in the same.

The bill to alter and repeal all such parts of the constitution and form of government of this state as relate
to the division of Saint-Mary's county into election districts, was read the second time and passed.

The report of the committee on the petition of James Williams, of Saint-Mary's county, was read the se-
cond time and the resolution therein contained assented to. -

A petition from Samuel Moale, of the city of Baltimore, praying that the treasurer may be authorised to pay
him a sum of money as trustee of Mark Alexander, an insolvent debtor, was preferred, read, and referred to
Mr. Stephen, Mr. Chapman and Mr. Ellicott, to consider and report thereon.

On motion, the house proceeded to ballot for four gentlemen to be added to the committee appointed to bring
in a bill authorising a branch or branches to the Farmers Bank of Maryland; the ballots being deposited in the
ballot box, the gentlemen named to strike retired, and after sometime returned, and reported that Mr. Bruce,
Mr. Plater, Mr. Chapman and Mr. Linthicum, were elected.

Mr. Bayard, from the committee, delivers to the speaker a bill, entitled, An act to repeal the second section
of an act, entitled, An act to enlarge further the powers of the trustees of the poor in the several counties
therein mentioned; which was read the first time and ordered to lie on the table.

Mr. Ennalls, from the committee, delivers to the speaker a bill, entitled, An act to prevent persons from
staking out seines across the rivers Transquakin and Chickwiccomico, in Dorchester county; which was read
the first time and ordered to lie on the table.

Mr. Sturgis, from the committee, delivers to the speaker a bill, entitled, An act authorising the laying out
a road in Worcester county from Mitchel's causeway to intersect the Soccom road leading to Broad creek;
which was read the first time and ordered to lie on the table.

Mr. Watts, from the committee, delivers to the speaker a bill, entitled, An act relating to the jurisdiction of
the high court of chancery, general court and county courts, and for other purposes; which was read the first
time and ordered to lie on the table.

The bill annulling the marriage of Archibald Alexander and Susanna Alexander, and confirming the marriage
of John Muskett and Susanna Muskett, otherwise Susanna Alexander, was read the second time, and the ques-
tion put, Shall the said bill pass ? The yeas and nays being required, appeared as follow:

So it was determined in the negative.
