Gentlemen of the Senate,

WE unite with you in the policy of a joint committee to examine the laws of Maryland regulating the election
of members of congress. We have appointed, on the part of this house, Mr. J. E. Spencer, Mr. C. Dorsey,
Mr. T. B. Dorsey, Mr. Shaaff and Mr. Tabbs, to join the committee appointed on the part of the senate.

The bill for the relief of Marcus Heyland and Richardson Galt, of the city of Baltimore, was read the second
time, and the question put, Shall the said bill pass? Determined in the negative.

The bill for the relief of Benjamin Morris, of Baltimore county, the supplement to the act, entitled, An act
to amend and explain the thirty-third section of an act, entitled, An act. for the more effectual paving the streets
of Baltimore-town, in Baltimore county, and the further supplement to the act, entitled, An act to incorporate
companies to make several turnpike roads through Baltimore county, and for other purposes, were read the
second time and passed.

A petition from Thomas Buckston, of Montgomery county, praying an alteration in a deed from Nicholas
Brewer to Kinsey Gettings, was preferred, read, and referred to Mr. Ray, Mr. Carroll and Mr. Linthicum, to
consider and report-thereon.

The proceedings of yesterday were read.

The further supplement to the act, entitled, An act to incorporate companies to make several turnpike roads
through Baltimore county, and for other purposes, the supplement to the act, entitled, An act to amend and,
explain the thirty-third section of an act, entitled, An act for the more effectual paving the street of Baltimore-
town, in Baltimore county, the bill for the relief of Benjamin Morris, of Baltimore county, the further additi-
onal supplementary act to the act, entitled, An act for quieting possessions, enrolling conveyances, and securing
the estates of purchasers, and the message of yesterday relative to a joint committee, were sent to the senate
by the clerk.

On motion, Leave given to bring in a bill, entitled, An act authorising the drawing of a lottery for raising a
sum of money for the purposes therein mentioned. ORDERED, That Mr. Carroll, Mr. Tabbs and Mr. Hall, be
a committee to prepare and bring in the same.

The bill for the relief of George Gray, of Calvert county, was read the second time, passed, and sent to the
senate by the clerk.

Mr. Jump, from the committee, delivers to the speaker a bill, entitled, An act authorising John Mitchell, late
sheriff and collector of Caroline county, to complete his collection; which was read the first and second time
by especial order, passed, and sent to the senate by the clerk.

Mr. Little, from the committee, delivers to the speaker the bill, entitled, An act to enable Margaret Ham-
mond and Harriet Hammond, of Baltimore county, to erect a bridge across Patapsco river, at a place known by
the name of Hammond's Ferry, as amended; which was read the first and second time by especial order, passed,
and sent to the senate by the clerk.

Mr. J, E. Spencer, from the committee, delivers to the speaker a bill, entitled, An act to prevent for a li-
mitted time the sale of lands or tenements, goods or chattels, on writs of execution, and for other purpose
therein mentioned: which was read the first time and ordered to lie on the table.

Mr. T. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act authorising the commis-
sioners to superintend the building of the state penitentiary to exchange with the justices of the levy court for
Baltimore county the property therein mentioned; which was read the first time and ordered to lie on the table.

The house, according to the order of the day, proceeded to the second reading of the bill to abolish all such
parts of the constitution and form of government as relate to the time and manner of electing the senate, and
the mode of filling up vacancies in that body; and, on motion, the question was put, That the further conside-
ration of the same be referred to the first day of June next? Determined in the negative.

The question was then put, That the first clause be stricken out? to wit: " Be it enacted, by the general
assembly of Maryland, That from and after the first Monday of October, eighteen hundred and nine, the senate
of this state shall consist and be composed of twenty members, one member to be chosen for the city of Balti-
more, one other member for the city of Annapolis and Anne-Arundel county, and one member for each of the
other counties of this state; and that the senators shall be elected, by ballot, for four years, by the electors of
the said several counties and cities qualified to vote for members of the house of delegates, at the same time
