Mr. C. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act to punish crimes, offence
and misdemeanors, committed on the waters of the Chesapeake bay, within the territorial jurisdiction of the
State of Maryland, and for other purposes; which was read the first time and ordered to lie on the table.

A petition from the inhabitants of the eastern precincts of the city of Baltimore, praying for a market-house
in said precincts, was preferred, read, and referred to Mr. Little, Mr. Harryman and Mr. M. Brown, to consi-
der and report thereon.

The supplement to the act, entitled, An act for the valuation of the real and personal property within this
state, the bill authorising the commissioners to superintend the building of the state penitentiary to exchange
with the justices of the levy court for Baltimore county the property therein mentioned, the bill for the relief
of Edward Henry, of Worcester county, the bill to authorise William Handy and James Riche to sell and dis-
pose of the real estate of Isaac Handy, late of Somerset county, deceased, were read the second time and passed.

On the second reading of the Address to the President, the following amendment was proposed.

After the words " President of the United States," insert, " Sir, At the present portentous period, when
a general sentiment of approaching hostilities pervades the union, and when we jre taught to believe that one
of the European powers have considered the intrepid disclosure of the national indignation during the last sum-
mer as proceeding only from an inconsiderate mob, and that another of them, calculating upon the partiality of
the American people, believe they can violate the solemnity of treaties with impunity, and that the constituted
authorities of the country dare not oppose themselves to such violations, an expression of the opinion of the le-
gislature of Maryland may be deemed important. A high and manly sentiment of that independence essential
to the happiness and dignity of the American people, urges to a declaration, that the insult offered to the nati-
onal sovereignty on the 22d of June, by a cruiser of Great-Britain, must be atoned for; that every encroach-
ment upon our national rights, or violation of treaties, ought to meet with the most decided opposition from the
constituted authorities charged with the defence and welfare of the union; to every measure adopted by the
general government to effectuate these objects we pledge our hearty co-operation, and our lives and fortunes.
We admire that magnanimous self denial which induces you to retire from the presidential chair; we consider
it as an evidence of your attachment to the theory of our republican institutions. Accept the wishes of the le-
gislature of Maryland for your personal happiness ;" and the question was put, That the house assent to the
