the full pay of a corporal, annually, in half yearly payments, instead of the half pay heretofore allowed
him.

Which was read.

The clerk of the senate delivers a bill, entitled, A supplement to the act, entitled, An act to regulate and
discipline the militia of this state; which was read the first time and ordered to lie on the table.

The house adjourns until to-morrow morning 9 o'clock.

WEDNESDAY, November 16, 1808.

THE house met. Present the same members as on yesterday, except Mr. Kerr and Mr. Stevens. The.
proceedings of yesterday were read.

A petition from Elam Miller, of Baltimore county, praying a law may pass, authorising him to shut up so
much of the Elk Ridge Landing road as runs through his plantation, was preferred, read, and referred to Mr.
Randall, Mr. Harryman and Mr. Stansbury, to consider and report thereon.

A petition from sundry inhabitants of Caecil county, praying a road from Thomas Wallace's mills, at Octorara
creek, to the Brick Meeting-house in East Nottingham, and a petition from sundry other inhabitants of said
county, praying a road from the road leading from Cresswell's ferry to the Brick Meeting-house, to intersect.
the road leading from said ferry to Lancaster, were preferred, read, and referred to Mr. Porter, Mr. Mitchell
and Mr. Veazey, to consider and report thereon.

A petition from Solomon Scott, of Queen-Anne's county, praying he may be authorised to collect the ba-
lances due him as late sheriff of said county, was preferred, read, and referred to Mr. Hopper, Mr. Spencer,
and Mr. Wright, to consider and report thereon.

On motion, Leave given to bring in a bill, entitled, An act to raise by lottery a sum of money for the pur-
pose of building a school-house in the village of Denton, in Caroline county. ORDERED, That Mr. Young,
Mr. Bayard and Mr. Willis, be a committee to prepare and bring in the same.

Mr. Stevens appears in the house.

On motion, Leave given to bring in a bill, entitled, An act rendering criminal the offences therein mentioned.
ORDERED, That Mr. Sanders, Mr. Chapman and Mr. Boyle, be a committee to prepare and bring in.. the same.

The following order was read and agreed to.

ORDERED, That in electing a director on the part of the state in the Bank of Baltimore for the ensuing year.
the concurrence of a majority of the votes of all the attending members shall be requisite to every choice, and
if it should appear, on counting the, ballots, that no person has a majority in his favour of all the attending
members, the house will immediately proceed to ballot again, and will continue balloting until such majority
shall be obtained.

The house, according to the order of the day, proceeded to ballot for a director on the part of this state in.
the Bank of Baltimore; the ballots being deposited in the ballet box, the gentlemen named to strike retired,
and after sometime returned and reported, that Alexander C. Hanson was elected. Whereupon

RESOLVED, That Alexander C. Hanson be, and he is hereby declared to be, the director on the part of this,
state, for the ensuing year, in the Bank of Baltimore.

Mr. Bland, from the committee, delivers to the speaker a bill, entitled, An act to remit certain forfeitures
incurred under the act, entitled, An act to incorporate a fire insurance company in the city of Baltimore; which
was read the first time and ordered to lie on the table.

A petition from Vachel Burgess, of Anne-Arundel county, stating that he had been an officer in the late re-
volutionary army, that he is unable to perform bodily labour, and praying some relief, was preferred, read, and
referred to Mr. Belt, Mr. Chapman and Mr. Gale, to consider and report thereon.

Mr. Bland, from the committee, delivers to the speaker a bill, entitled, An act for introducing a copious supply
of wholesome water into the city of Baltimore; which was read the first time and ordered to lie on the table.

The house adjourns until to-morrow morning 9 o'clock.

THURSDAY, November 17, 1808.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
A petition from Thomas A. Digges, of Prince-George's county, praying that a road leading out of the main
south and north road from Piscataway may be made a public road, was preferred, read, and referred to Mr.
Herbert. Mr. Beall and Mr. Page, to consider and report thereon.

The following message was read, agreed to, and sent to the senate by the clerk.

By the HOUSE of DELEGATES, November 17, 1808.
Gentlemen of the Senate,

WE received your message suggesting the expediency of inquiring if any and what alterations are necessary
in the laws regulating the election of members of congress.
