4 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808.

The house proceeded to ballot for an assistant clerk; the ballots being deposited in the ballot box, the gentle-
men named to strike retired, and after sometime returned and reported that Mr. William Sanders Green was
elected. ORDERED, That he qualify as such, by taking the several oaths required, by subscribing a declaration
of his belief in the Christian religion, and by taking an oath that he will honestly, faithfully and diligently, dis-
charge the office of assistant clerk to the house of delegates, and that he will not reveal or disclose the secrets
thereof.

The house appointed Mr. Cornelius Mills sergeant at arms, and Mr. John Sullivan door-keeper. ORDERED,
That they be qualified.

The clerk of the senate delivers the following message;

By the SENATE, November 7, 1808.

Gentlemen of the House of Delegates
THE senate, having formed a quorum, are ready to proceed to the business of the session.

By order, T. ROGERS, clk.

Which was read.
On motion, the question was put, That the house proceed to the election of committee clerks? Determined
in the negative.

The house proceeded to billot for a committee of claims; the ballots being deposited in the ballot box, the
gentlemen named to strike retired, and alter sometime returned and reported, that Mr. Baer, Mr. Muir, Mr.
Blake, Mr. T. Williams, Mr. Young, Mr. Hilleary and Mr. Stansbury, were elected

ORDERED, That this house sit this session for the dispatch of public business from nine o'clock in the morn-
ing until three o'clock in the afternoon.
The following message was read, agreed to, and sent to the senate by the clerk.

By the HOUSE OF DELEGATES, November 8, 1808.
Gentlemen of the Senate,
YOUR message of this morning we have received; a quorum of the house of delegates being also assembled,
we are ready to proceed to business. The lime of sitting, appointed by us, is from nine o'clock in the morning
till three o'clock in the afternoon.

By order, J. BREWER, clk.

The clerk of the senate delivers the following message:

By the STATE, November 8, 1808.
Gentlemen ef the House of Delegates,

THIS being the day designated by the constitution for electing a council to the governor, we propose, with
she concurrence of your house, to proceed immediately to said election. James Butcher, Thomas W. Hall,
Lewis Duvall, Reverdy Ghiselin and James Nabb, are put in nomination by the senate, and we have appointed
Mr. Cartridge and Mr. Somervell to join the gentlemen you may appoint to examine the ballots.

By order, T. ROGERS, clk.
Which was read.

ORDERED, That Mr. Stansbury and Mr. P. Stuart wait upon his Excellency the Governor, and inform him
that this house, having met, are ready to proceed to public business, and to receive any communications he may
think proper to lay before them,

On motion, Leave given to bring in a bill, entitled, An act to settle and ascertain the salary of the members
of the council for the ensuing year. ORDERED, That Mr. Spencer, Mr. Chapman and Mr. Boyle, be a com-
mittee to prepare and bring in the same.

Mr. Spencer, from the committee, delivers to the speaker the said bill; which was read the first and second
time by especial order, and the question put, That the blank therein be filled up with the words ' two. hundred
pounds?" The yeas and nays being required, appeared as follow:
