at any election under this Charter, but shall not be conclusive
evidence of such right to vote; all applicants for registration
must be citizens of the State of Maryland, and resident in the
City of Cumberland for one year, and registered or entitled
to registration as a voter in Allegany County.

SEC. 2. And be it further enacted, That this is an emergency
law, necessary for the immediate preservation of the public safe-
ty, and being passed upon a yea and nay vote, and three-fifths
of the members of each house of the General Assembly of Mary-
land concurring therein, the same shall take effect from the date
of its passage.

CHAPTER 2.

AN ACT to repeal Section 9 of Chapter 96 of the Acts of 1922
of the General Assembly of Maryland, and it being Section
9 of Article 1-A of the Code of Public Local Laws of the
State of Maryland, title "Allegany County, " sub-title
"City of Cumberland, '' relating to the creation of precincts
in the several wards of the City of Cumberland, and to re-
enact the same with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 9 of Chapter 96, of the Acts of 1922, of
the General Assembly of Maryland, it being Section 9
of Article 1-A of the Code of Public Local Laws of
the State of Maryland, title "Allegany County, " sub-title
"City of Cumberland, " relating to the creation of precincts
in the City of Cumberland, be, and the same is hereby re-
pealed and re-enacted so as to read as follows:

9. The Sixth Ward of the City of Cumberland shall be di-
vided into three precincts as follows:

Ward No. 6. Precinct No. 1—Comprising all that part of
Ward No. 6 which is bounded on the North by the center line
of Williams Road and the same extended to the Potomac River,
on the East by the City Limits, on the South by the center line
of the Oldtown Road and the same extended to the Potomac
River, and on the West by the Potomac River.

Ward No. 6, Precinct No. 2—Comprising all that part of
Ward No. 6 which is bounded on the North by the center line
