NEGATIVE—NONE

Whereupon the Speaker pro tem declared the Hon. C. Ferdinand
Sybert elected as Speaker of the House of Delegates for the Special
Session of 1949.

The Speaker pro tem appointed Messrs. Pumphrey and Ramsburg
to escort the newly elected Speaker to the rostrum.

The Speaker pro tem administered the oath of office to the Hon.
C. Ferdinand Sybert as Speaker of the Special Session of 1949.

The newly elected Speaker then addressed the House, requesting
speedy adoption of the emergency measures to be introduced.

MESSAGE TO THE SENATE
By Mr. Pumphrey:

HOUSE OF DELEGATES.

ANNAPOLIS, MD., December 17, 1949

Gentlemen of the Senate:

The House of Delegates pursuant to the Governor's proclama-
tion, has met in special session and having organized by the elec-
tion of the Honorable C. Ferdinand Sybert, Speaker, and F.
Byrne Austin, Chief Clerk, is now ready to proceed with the busi-
ness of the session.

We respectfully propose, with your concurrence, the appointment
of a joint committee of five members, three to be appointed upon
the part of the House and two upon the part of the Senate, to
wait upon the Governor and inform him that the General Assem-
bly is now organized and prepared to receive any communications
he may desire to make. We have appointed upon the part of
the House Messrs. Sklar, Malkus and Barnes.
