CHAPTER 4.

AN ACT making an emergency appropriation for the pay-
ment of the expenses of the General Assembly of Mary-
land for the extraordinary session of nineteen hundred
and thirty-six.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the sum of Seventy-five Thousand Dollars
($75,000.00), or so much thereof as may be necessary, be,
and the same is hereby appropriated for the payment of
the officers, employees and members of the General
Assembly of Maryland of the extraordinary session of nine-
teen hundred and thirty-six, including mileage, printing,
binding and miscellaneous expenses. The above appropri-
ation is hereby declared to be an emergency appropriation
within the provisions of Paragraph 4 of Sub-section D of
Section 52 of Article 3, title "Legislative Department," of
the Constitution of the State, the said disbursements to
be made out of the appropriation authorized by Section 13
of Chapter 92 of the Acts of the General Assembly of
Maryland of 1935 (regular session).

SEC. 2. And be it further enacted, That the Treasurer
of the State shall, upon the warrant of the Comptroller,
disburse the said sums of money herein appropriated for
the objects and purposes herein specified, to or upon the
order of the person or persons entitled to receive the same.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and, being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

Approved April 2, 1936.

CHAPTER 5.

AN ACT to add a new sub-section to Section 6 of Article 4
of the Code of Public Local Laws of Maryland (1930
Edition), title "Baltimore City," to be numbered (25-B),
entitled "Emergency Loans," (the said Section 6 of
Article 4 being part of the Charter of Baltimore City,
