HERBERT R. O'CONOR, GOVERNOR. 1737

be unnecessary and unduly burdensome; hence I am vetoing
this measure.

TRUSTEES.

Chapter 450 (House Bill 356). This bill purports to be a
reciprocal measure authorizing persons or corporations, re-
siding or incorporated in other States, to act as trustees in
Maryland.

According to the advices I have received, the bill is doubtless
unnecessary and for the further reason that it contains no
reference to the District of Columbia, it is thought, that would
nullify the existing reciprocity in regard to the District. In-
formation has also reached me that the sponsors of the bill re-
quested that it be vetoed, which I shall accordingly do.

WASHINGTON COUNTY.

Chapter 374 (Senate Bill 71). The Attorney General ad-
vises that this bill, which relates to Justices of the Peace in
Washington County, is in conflict with the State-wide Trial
Magistrates Bill, which has been approved and is considered
one of the most important administration measures enacted
for the improvement of the minor judiciary system.

I am also advised by the Attorney General that the Senator
from Washington County who introduced the bill, agrees that
it is in conflict with the State-wide measure. I am, therefore,
vetoing this bill.

WICOMICO COUNTY.

Chapter 67 (Senate Bill 138). This bill, if made law,
would have the effect of altering the duties and powers and
compensation of the License Commissioners of Wicomico
County regulating the handling of alcoholic beverages. Con-
siderable opposition to the measure developed after the ad-
journment of the Legislature. Representative citizens dis-
approved of the proposed changes.

The Board of County Commissioners of Wicomico County
has advised me of the unanimous decision of the members re-
questing a veto. After full consideration the Senator from
Wicomico County, who introduced this measure has requested
me to veto it, which request is concurred in by a majority of
the members of the Wicomico County Delegation. Accord-
ingly, I am vetoing the bill.
