($100. 00) may, subject to the rules and regulations of the
State Department, be paid by the County Department if the
estate of the deceased is insufficient to pay the same and the
persons legally responsible for the support of the deceased
are unable to pay the same. The cost of any such payments
shall be charged two-thirds to State funds and one-third to
local funds.

18. Removal to Another County. Any applicant who has
moved into the county in which he applies within one year
prior to application, shall be deemed, for all purposes of this
Article, a resident of the county in which he last had one
year's continuous residence. No recipient may transfer his
residence from one county to another without the written
consent of the County Departments of both counties, which
consent shall not transfer liability for his assistance to the
county into which he shall so remove.

19. Annual Appropriations. As long as the Federal Gov-
ernment continues to appropriate and make available funds
on a matching basis of fifty per centum of all money expend-
ed for Old Age Assistance, the County Commissioners of each
County and the Mayor and City Council of Baltimore shall
annually levy or appropriate a sum of money sufficient to
provide for one-sixth of all assistance paid or to be paid
within said county or city. In the event of the withdrawal
of the participation of the Federal Government, the County
Commissioners of each county and the Mayor and City Council
of Baltimore City shall annually appropriate a sum of money
sufficient to provide for one-third of all assistance paid or to
be paid in said county or city. Provided, however, that the
County Commissioners of each county and the Mayor and City
Council of Baltimore City shall not be obligated to pay out
any sums as assistance in excess of one-third of the total of all
assistance paid or to be paid within said county or city here-
under, except to the extent that funds may be available in the
State Treasury.

As long as the Federal Government continues to appro-
priate and make available funds on a matching basis of fifty
per cent of all money expended for Old Age Assistance, the
State Department shall allocate funds to each county and
the City of Baltimore to the extent of five-sixths of the
amount expended for Old Age Assistance for each person
receiving old age assistance under the provisions of this
Article. In the event the Federal Government discontinues
grants in aid for Old Age Assistance, the State shall allocate
funds to each county and the City of Baltimore to the extent
of two-thirds of the amount expended for assistance under
this Article. Estimates shall be presented quarterly by the
