utive and Legislative, in anticipation of the preparation and
adoption of the biennium budget for 1950 and 1951; now,
therefor, be it

Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby requested to appoint a Com-
mission of not more than 15 members, four of whom shall be
members of the Senate, and four, of whom shall be members
of the House of Delegates, to be nominated by the President
of the Senate and the Speaker of the House of Delegates;
the State Treasurer, the Comptroller of the Treasury and the
Chief Deputy Comptroller; the Director of the Budget, and
the Attorney General, to re-examine the public welfare pro-
gram of the State as to its scope, financial requirements, sup-
porting legislation and along any other lines that may be
pertinent in the formulation of the 1950-1951 biennium bud-
get; and be it further

Resolved, That this Commission report to the Governor its
recommendations with respect to appropriations for welfare
purposes no later than December 1, 1948, and report its
recommendations as to any changes in the law which may
appear desirable or necessary to the General Assembly no
later than January 15, 1949; and be it further

Resolved, That this Commission may request and receive
from any department, board, bureau, commission or agency
of the State, or of any political sub-division thereof, such
expert and professional advice, assistance and data, records,
statistics and information, whether or not made confidential
or non-disclosable by any other law, as will enable it to
properly carry out its activities and effectuate its purposes
hereunder, and such State department, board, bureau, com-
mission or agency is authorized and directed to cooperate to
the fullest extent with the Commission in the furtherance of
its purposes and aims; and be it further

Resolved, That the Commission is authorized and empow-
ered to employ such persons as may be necessary for the
performance of its duties, and in the exercise of its powers,
clerical or otherwise, and pay the compensation and incur the
necessary expenses therefor within the limit of the funds
provided for the said Commission; and be it further

Resolved, That the Commission is hereby authorized and
empowered to use any funds that may be appropriated in the
budget, or that may be othewise made available to it, in
order to fulfill its functions and carry out the purposes of
this resolution.
