Envelope and to add to, alter, change or modify the content
or form of the instructions to voters provided for in Section
136 of this sub-title, if it deems such action would further
effectuate or aid the purposes of this sub-title.

(f) The Commission is further authorised and empowered
to co-operate with all Federal authorities in facilitating and
expediting voting by all Absentee Residents and to co-operate
with the election officials of the State of Maryland or of any
county thereof, or of Baltimore City, in all matters relating
to voting by such Absentee Residents in any elections covered
by this sub-title and in all matters relating to the registration
of Absentee Residents.

All rules and regulations of the Commission shall be binding
upon and shall be followed by all Boards.

The War Ballot Commission shall have full and complete
authority to make rules and regulations governing cases for
which no provisions have been made in this sub-title.

147. If any Act or Acts of Congress, now or hereafter in
effect, providing for voting by mail of all or any of the per-
sons who are Absentee Residents, as defined in this sub-title,
requires the execution of an oath on the Ballot Envelope,
or otherwise, or requires other printing on any of said ballot
material, which is different from that required on the State
Ballot Envelope or other ballot material as provided in this
sub-title, the War Ballot Commission shall be authorised,
in its discretion, to change the oath on the State Ballot
Envelope and to change any of the other State ballot material
in order to conform to the provisions of any such Act or
Acts, and said Commission is also authorized to add pertinent
matter to the oath or any other ballot material that may be
prescribed by any such Act or Acts, provided, however, that
said Commission shall not take any action which would con-
flict with any provision of the Constitution of this State and
shall not provide or prescribe any oath which would not
furnish the information needed to enable any Board to register
the affiant as a qualified voter under the Constitution of this
State.

148. Each Board shall also act as a Board of Registry, as
Judges of Election, and as a Board of Canvassers, as the
case may be, whenever the duties imposed upon it by this sub-
title make it appropriate or require that it so act. When
acting either as a Board of Registry, as Judges of Election,
or as a Board of Canvassers, each Board shall have, possess
and exercise all the authority, powers and discretion con-
ferred by law upon said Boards of Registry, Judges of Elec-
tion and Boards of Canvassers, respectively. The Boards of
Supervisors of Elections are hereby granted the authority to
appoint such numbers of temporary Boards of Registry and
