4 JOURNAL OF PROCEEDINGS [July 27

Maryland, on Thursday, July 27th, at 12 o'clock noon, Nineteen
Hundred and Fifty.

Respectfully submitted,

WM. PRESTON LANE, JR.,

Governor.

GOVERNOR'S PROCLAMATION

Convening an Extraordinary Session of the General Assembly
of Maryland on July 27, 1950, at 12 O'clock Noon.

WHEREAS, the date established by statute for the holding of the
1950 primary elections, September 11, coincides with the eve of a
solemn Jewish religious holiday; and

WHEREAS, this circumstance would prevent persons of the Jewish
faith from participating, as officials, in the election; and

WHEREAS, it is desirable that this disability be obviated by chang-
ing the date for the holding of the primary election; and

WHEREAS, it was demonstrated in the recent supplemental pre-
cinct registration in Baltimore City that the eight hours of the one-
day provided by law for the supplemental registration proved
insufficient to meet the convenience of prospective registrants in
certain areas of the City; and

WHEREAS, every opportunity should be afforded to those eligible
to become registered voters.

Now, therefore, I, Wm. Preston Lane, Jr., Governor of Maryland,
under the authority conferred on me by Section 16 of Article II
of the Constitution, do hereby convene an extraordinary session of
the General Assembly, to meet at Annapolis on Thursday, July 27,
1950, at noon, for the purpose of considering the setting of another
date for the holding of the 1950 primary elections and the provision
of an additional day of supplemental registration in Baltimore City. -

Given under my Hand and the Great Seal of the State of
Maryland. Done at the City of Annapolis this 17th day
of July, in the year of our Lord One Thousand Nine
Hundred and Fifty.

WM. PRESTON LANE, JR.

Governor.

Which was read.

VIVIAN V. SIMPSON,

Secretary of State.
