City as established by the State Tax Commission and in ac-
cordance with the schedules of compensation herein set forth.
The salaries of all assessors herein provided shall be paid
monthly, semi-monthly or bi-weekly by the several counties
and Baltimore City. A sum equivalent to one-half of the an-
nual salary shall be paid by the Comptroller for the State of
Maryland from general funds to the several counties and to
Baltimore City, such payments to be made to the said coun-
ties and City quarterly. The several counties and Balti-
more City are hereby directed to levy annually such sums
as may be required to pay the remaining one-half of these
salaries. The following classifications and their respective
schedules prescribing a minimum and maximum salary rate
with automatic increases from minimum to maximum, at the
rate of 20% each year for a period of five years, shall ap-
ply to the assessors of each county and of Baltimore City:

Class A.......................... $3,000 to $3,750

Class B.......................... 2,750 to 3,500

Class C.......................... 2,250 to 3,000

Class D.......................... 1,800 to 2,500

In addition to the above classifications, there shall be such
additional class or classes, with different maximum and mini-
mum salaries for Baltimore City, as may be determined by
the State Taw Commission after consultation with the Board
of Estimates of Baltimore City.

(d.) The State Tax Commission shall fix the classification
of each county and of Baltimore City, only after consulta-
tion with the respective Boards of County Commissioners and
the Board of Estimates of Baltimore City, respectively, and
in making such classification shall take into consideration
the number of individual lots or parcels assessed, the as-
sessable basis, the number of assessors employed and other
pertinent factors, relating to the work of said assessors.

(d-1) The- assessors in Baltimore City shall be appointed as
provided by local law or ordinance, but before any assessor
shall be appointed, the officer making such appointment shall
submit the lists of names from which said appointment or ap-
pointments are to be made to the State Tax Commission for
certification by said Commission, as provided relative to the
appointment of assessors in the several Counties.

The State Tax Commission shall have the same right of re-
moval of assessors in Baltimore City as it has of assessors in
the Counties, with the right of appeal of any assessor so re-
moved to the City Service Commission of Baltimore City.
