three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

(House Bill 81)
AN ACT to add a new section to Article 27 of the Annotated
Code of Maryland (1939 Edition and 1947 Supplement)
title "Crimes and Punishments", sub-title "Gaming", said
new section to be known as Section 302 1/2 and to follow im-
mediately after Section 302 1/2 of said Article, as said sec-
tion was enacted by Chapter 708 of the Acts of 1949, mak-
ing it lawful to hold or conduct carnivals, bazaars, bingo
and other games or raffles by certain organizations of
Carroll County, and providing for a referendum on this
Act.
WHEREAS, the volunteer fire companies, fraternal, civic,
war veterans and certain religious and charitable organiza-
tions, of Carroll County have for many years conducted
games of bingo, carnivals, bazaars and raffles by and with
the consent and support of the citizens of Carroll County;
and
WHEREAS, said groups have, by the authorities of Carroll
County, been notified that they will no longer be permitted
to hold or conduct said games of bingo, carnivals, bazaars or
raffles; and
WHEREAS, many of said groups or organizations are largely
dependent upon the proceeds of such games, carnivals, ba-
zaars or raffles for their support and for the continuation of
their existence; and
WHEREAS, it is hereby declared that an acute emergency
thereby exists in said County; now therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
27 of the Annotated Code of Maryland (1939 Edition and
