VETOED BY GOVERNOR LANE AND HIS REASONS

IN EACH CASE FOR THE SAME

THE TOTAL NUMBER OF BILLS VETOED IS 5

All of these bills., except one, were vetoed by the Governor
after the adjournment of the Legislature, either having
been presented to him after the adjournment of the Legis-
lature or not in sufficient time to require executive action
before adjournment. The message sent to the Legisla-
ture on the bill vetoed during the session is included for
the purpose of convenience and reference.

ALCOHOLISM

EXECUTIVE DEPARTMENT

ANNAPOLIS, MD., February 20, 1950.

Dear Mr. President:

In compliance with the provisions of the Constitution, I
am returning to your Honorable Body Senate Bill No. 2,
which I have vetoed.

This bill is in substance the same as Senate Bill No. 15,
passed by the General Assembly in 1949, to which I objected
on the ground of lack of control of the expenditure of funds
proposed to be appropriated.

This bill differs only in that it adds a provision that during
its first year of operation the expenditures of the Commission
to be established would be subject to the supervision and
approval of the Board of Public Works.

I am entirely sympathetic with the ultimate objectives that
the bill seeks to attain, but the ways and means of attaining
those objectives are professional in character.

The State undertakes the treatment of alcoholics committed
to its charge under the Department of Mental Hygiene, and
