carefully established. Apparently the present law has given
rise to no particular difficulty, and it can be very easily made
the subject of future legislation.

Under the circumstances, I feel compelled to veto the bill.

SENATE BILL 649.

AN ACT to repeal Sections! 586-603, inclusive, of Article 1 of
the Code of Public Local Laws of Maryland (1930 Edition),
title "Allegany County'', sub-title "Schools", sub-heading
"Teachers7 Pensions", relating to the payment of pensions
to teachers in Allegany County.

Senate Bill 649 relates to the payment of pensions to teachers
in Allegany County. It was introduced as a repealer, in a
bona fide effort to eliminate from the statute books any unnec-
essary or obsolete legislative provisions.

However, since the enactment of the measure, it has devel-
oped that if Sections 586-603 of the Allegany County local
laws are repealed, as would result if Senate Bill 649 were
signed, the payment of pensions to certain retired school teach-
ers, not members of the Teachers', Retirement System, would
be jeopardized. At the present time, these pensions are being
paid from a separate account being handled in conjunction
with the Allegany County Teachers' Retirement Fund.

The Senator from Allegany County who introduced the
measure requests me to veto it, suggesting that the question
can be studied before the next session of the Legislature and
adequately handled in a way that will not interfere "with
the continuation of the present pension payments. Accord-
ingly, I am vetoing Senate Bill 649.

HOUSE BILL 847.

AN ACT to repeal and re-enact, with amendments, Section 185
of Article 81 of the Annotated Code of Maryland (1943
Supplement), title "Revenue and Taxes", sub-title "State
Tax Commission", relating to the time to be given by the
County Commissioners of Allegany County in reviewing
assessments.

This bill amends Section 185 of Article 81 of the Annotated
Code of Maryland (1943 Supplement) and provides that the
County Commissioners of Allegany County shall sit to review
assessments in the afternoon as well as in the forenoon on
the days provided for such reviews, although there is no similar
provision for the County Commissioners of any other County
in the State.
