George's County, be amended by adding thereto, immediately
following Section 1163, a new Section 1163(a), to supplement
the powers of the Mayor and Common Council of Riverdale,
which new section shall read as follows:

1163 (a). The Mayor and Common Council of Riverdale shall
have power to provide by ordinance for the following in addi-
tion to the powers heretofore conferred:

(1) To require the registration of all persons eligible to vote
in town elections.

(2) To authorize the Common Council to elect from its mem-
bers a president, pro tempore, to preside at any regular or
special meeting of that body in the absence of the Mayor and to
discharge the duties of Mayor during the absence or temporary
disability of that official.

(3) To declare vacant the office of Mayor, or that of any
Councilman, who shall for three consecutive regular meetings
of the Council fail to attend its sessions, if, after written notice
to the official failing to attend, the Council shall find it in the
public interest to declare the office vacant, in which event the
office shall be filled in the manner prescribed by the charter of
the town for the filling of a vacancy in such office.

(4) To authorize the borrowing upon the faith and credit of
the Mayor and Common Council of Riverdale, for the purpose
of meeting any unexpected contingency, a sum not to exceed.
$3, 000. 00, for which the town may issue its promissory note, or
notes, signed by the Mayor and countersigned by its Clerk,
bearing interest at not more than 6 percent per annum, the pro-
ceeds of which shall be deposited by the Treasurer to the credit
of the town and expended as appropriated by order of the
Mayor and Common Council of Riverdale. Provided, however,
that the Mayor and Common Council shall allocate out of anti-
cipated revenues sufficient funds for the retirement of such
obligations, and provided further, that the total of such bor-
rowings for unexpected contingencies shall at no time exceed
$3, 000. 00.

(5) To provide for the transfer to the General Fund of the
town, to be appropriated and expended by the Mayor and
Common Council of Riverdale for public purposes, the unex-
pended balance of any tax funds levied for the construction of
public works under the "Public Works Act" (Article 31 of the
Code of Public General Laws of Maryland, as amended), after
the payment of the bonds and interest thereon for which such
tax was levied.

SEC. 2. And be it further enacted, That this Act shall take
take effect June 1st, 1945.
