SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 6.

(House Bill 65)

AN ACT to repeal and re-enact, with amendments, Section 153
of Article 77 of the Annotated Code of Maryland (1939 Edi-
tion), title "Public Education", sub-title "Chapter 12. The
State Normal Schools", to change said sub-title to "Chapter
12. The State Teachers' Colleges", and to eliminate the pro-
vision for the payment of tuition fees for certain students
from the City of Baltimore and the several counties.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 153 of Article 77 of the Annotated Code of
Maryland (1939 Edition), title "Public Education", sub-title
"Chapter 12. The State Normal Schools", said sub-title to be
changed to "Chapter 12. The State Teachers' Colleges", be and,
it is hereby repealed and re-enacted, with amendments, to read
as follows:

Chapter 12. THE STATE TEACHERS' COLLEGES.

153. After June 1, 1945, white students regularly admitted
to or enrolled in any class at the State Teachers' Colleges from
the City of Baltimore and the several counties, who shall
obligate themselves to teach in the State of Maryland, shall not
be required to pay any tuition fees. Other students who
possess the prescribed qualifications may be admitted to these
schools, in the discretion of the board of trustees, on payment
of such fees and tuition charges as determined by the board of
trustees.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.
