The Washington County Hospital Association, Washing-
ton County Public Health Association, Washington County
Museum of Fine Arts, The Washington County Free Li-
brary, The Washington County Historical Society, Inc. and
the Washington County Home for Orphan and Friendless
Children.
28. The City of Hagerstown is hereby authorized and
empowered, in its discretion to levy and collect annually
on the assessable property of the City of Hagerstown, a
sum of money sufficient to meet the obligation that may
be incurred by the City of Hagerstown under the provi-
sions of Section 27 hereof.
29. The City of Hagerstown is hereby authorized to
own and operate market buildings and to acquire property
for this purpose by lease, purchase, gift, or condemnation.
30. The City of Hagerstown is hereby authorized and
empowered to establish by ordinance a system for the
collection of garbage and other household refuse within
the corporate limits of Hagerstown, together with the dis-
posal of the same when so collected and to this end is
authorized and empowered to enter into a contract with
any person or persons, corporation or corporations, for
the performance of any duty of services made necessary
or proper by such ordinance; or if the Council should by
ordinance so provide, the Mayor may appoint officers and
agents to perform such duty or services. The City is hereby
authorized and empowered to levy taxes sufficient to meet
the necessary expenses incurred to carry out the provi-
sions of this section.
IV
REVENUE AND FINANCE
31. All property within the limits of Hagerstown, or
which may have a situs thereby reason of the residence
of the owner therein, shall be taxed for municipal pur-
poses, and the assessment for said purpose shall be the
same as that for State and County purposes; and in case
any real estate assessed for State and County purposes
be divided by the City boundaries, the Council shall place
a fair valuation upon that contained within the City limits
and make a just apportionment of said assessment. Should
any property liable to be taxed for City purposes be
omitted in the County assessment, the Council shall have
power to include said property in the City assessment and
