Mclntosh, Director of Civilian Defense in this State and to the
Maryland Chiropractic Association.

House Joint Resolution to repeal Joint Resolution No. 1 of
1943 and Joint Resolution No. 26 of 1949, and to reverse
the position of the State of Maryland on said Joint Reso-
lution. HOUSE JOINT RESOLUTION TO CLARIFY THE
POSITION OF THE STATE OF MARYLAND WITH RE-
GARD TO THE PARTICIPATION BY THE UNITED
STATES IN A WORLD ORGANIZATION AND TO RE-
PEAL JOINT RESOLUTION No. 1 OF 1943 AND JOINT
RESOLUTION No. 26 OF 1949.
Whereas, an attempt is being made to merge the sover-
eignty of the United States into an International Federa-
tion known as "World Government", based upon the follow-
ing principles and including the following powers: (1) a
world legislature to enact all laws necessary to carry out
the functions delegated to the world federal government;
(2) a world executive agency to administer and enforce the
laws; (3) world courts to interpret the constitution and
laws, and to try and to sentence law breakers; (4) world
law would be enforceable directly upon individuals; (5) the
world federal government would have authority to raise
dependable revenue under direct taxing powers independent
of national taxation; (6) to assume the present National
debt of member nations; and (7) to take over all the gold
reserves and regulate the currency of member nations. This
is briefly the proposed program. Many organizations sup-
porting the idea of a Federated World Government claim
that they wish to work toward that end through the United
Nations, but their literature, their articles, and their
speeches contradict any such evolutionary idea; we find
