352. Any person violating any provision of this sub-title
shall, upon conviction, be punished for the first offense by a
fine not exceeding one thousand dollars ($1, 000. 00) or by im-
prisonment for not exceeding three years, or both; and for
any subsequent offense by a fine not exceeding three thousand
dollars ($3, 000. 00) or by imprisonment for not exceeding five
years, or both. Provided, that if any such offense shall consist
of the sale, barter, peddling, exchange, dispensing or supplying
of a narcotic drug to a minor, in violation of any provision of
this sub-title, said offense shall be deemed a felony, and any
person found guilty thereof shall be imprisoned for a term, of
not less than five nor more than twenty years, and shall be
subject to a fine as provided for hereinabove in this section.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1951.

(Senate Bill 116)
AN ACT to repeal and re-enact, with amendment, Section
324 of Article 56 of the Annotated Code of Maryland
(1947), title "Licenses", sub-title "Dog Licenses in the
Counties", for the purpose of changing the amount of
dog licenses for Howard County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 324 of Article 56 of the Annotated Code of
Maryland (1947), title "Licenses", sub-title "Dog Licenses
in the Counties", be and it is hereby repealed and re-
enacted, with an amendment, to read as follows:
324. On or before the first day of July, 1918, and on
or before the first day of July of each year thereafter, the
owner of any dog, six months old or over, shall apply either
orally or in writing, to the County Treasurer or to the tax
collecting officer in said county for a license for each such
dog owned or kept by him, and such application shall be
