WHEREAS, During periods of heavy rainfall, the rise of
waters in the Anacostia River Basin and its tributaries
cause uncontrollable flood conditions at the Bladensburg
Peace Cross and its environs which has projected a prob-
lem the solution of which has received serious attention
by Federal and local authorities for many years; and

WHEREAS, The rise of waters at the Peace Cross is a
continuing periodic hazard at that point on United States
Highways Nos. 1 and 50 which interrupts the flow of
through North and South traffic of more than 25, 000 auto-
mobiles in each direction daily; and

WHEREAS, The remedy to effect the relief necessary to
alleviate this undesirable situation rests primarily with the
Federal Government under the supervision of the United
States Army Engineers; and

WHEREAS, To effect the permanent relief required, funds
have been appropriated by Congress for perfecting and
completing the plans under preparation in accordance with
the direction of the Chief of Engineers of the United States
Army, and are now available; and

WHEREAS, The State of Maryland offered cooperation
in carrying out the plan of the United States Army En-
gineers by taking care of the necessary highway construc-
tion, should their plan be put into effect by the Governor's
letter to the Chief of Engineers of the United States Army,
dated February 14, 1949, in reply to one from him, dated
February 4, 1949, contained in House Document No. 202,
which was a communication from the Secretary of the
Army to the Speaker of the House of Representatives,
dated May 19, 1949, 81st Congress, 1st Session; and

WHEREAS, Permanent relief can be afforded, under the
plan of the Chief of Engineers of the United States Army,
if Congress will make available the necessary funds re-
quired for putting the plan into effect; now therefore be it

Resolved by the General Assembly of Maryland, That
the Congress of the United States be, and it is hereby,
earnestly requested to appropriate a sufficient amount of
money to enable the United States Army Engineers to carry
out their plan for the permanent alleviation of storm water
floods at the Peace Cross and its environs in Prince
George's County, Maryland, by ridding the Anacostia River
