1238                             LAWS OF MARYLAND                       [CH. 725

SECTION 1. Be it enacted by the General Assembly of Maryland,
(Three-fifths of all the members elected to each of the two Houses
concurring), That the following section be and it is hereby proposed
as an amendment to Article 3 of the Constitution of Maryland, title
"Legislative Department", the same if adopted by the qualified voters
of the State, to become Section 52 (3) of Article 3 of the Constitu-
tion of the State of Maryland.

52.

(3) Within twenty days after the convening of the General

ASSEMBLY IN ODD-NUMBERED YEARS, UNLESS SUCH
TIME SHALL BE EXTENDED by the General Assembly, and on
the first Wednesday in February in even-numbered years, the
Governor shall submit to the General Assembly a Budget for
the next ensuing fiscal year. Each Budget shall contain a com-
plete plan of proposed expenditures and estimated revenues for
said fiscal year and shall show the estimated surplus or deficit
of revenues at the end of the preceding fiscal year. Accompany-
ing each Budget shall be a statement showing: (a) the revenues
and expenditures for the preceding fiscal year; (b) the current
assets, liabilities, reserves and surplus or deficit of the State; (c)
the debts and funds of the State; (d) an estimate of the State's
financial condition as of the beginning and end of the preceding fiscal
year; (e) any explanation the Governor may desire to make as to the
important features of the Budget and any suggestions as to methods
for reduction or increase of the State's revenue.

SEC. 2. And be it further enacted, That the aforegoing section
hereby proposed as an amendment to the Constitution of this State
shall be, at the next general election, to be held in this State in the
year 1956, submitted to the legal and qualified voters thereof for their
adoption or rejection in pursuance of directions contained in Article
14 of the Constitution of this State, and at the said general election,
the vote on the said proposed amendment to the Constitution shall
be by ballot, and upon each ballot there shall be printed the words
"for the Constitutional Amendment", and "Against the Constitu-
tional Amendment", as now prescribed by law, and immediately
after said election, due returns shall be made to the Governor of the
vote for and against said proposed amendment as directed by said
Article 14 of the Constitution.
