any of the provisions of this article, it shall cause action to be brought
in its name for mandamus or injunction before any of the judges of
the Supreme Bench of Baltimore City, or in the Circuit Court of any
county as the case may be, in which the company does business or
has its principal place of business. The Court shall allow a period
not exceeding 20 days to show cause why the relief prayed should
not be granted, and shall upon the expiration of said period imme-
diately inquire into the merits, without other or formal pleadings
and without respect to any technical requirement. The Court may
join as parties such persons as may be necessary or proper to make
its judgment or processes effective, and shall make such final order,
granting such relief, as may be appropriate.
93. (Actions to Enforce forfeitures.)
Actions to recover forfeitures under this article shall be brought
by the commission in any civil court of competent jurisdiction, in any
county in which the company does business, in the name of the State
of Maryland. In any such action recovery may be had for all for-
feitures incurred up to the time when final judgment is rendered.
Action to recover any particular forfeiture shall not be deemed a
waiver of other forfeitures which have accrued, or will accrue.
Penalties
94. (Criminal Penalties in General.)
(a) Every natural person, whether or not an officer or agent of
a public service company or personnel of the commission, who
knowingly violates any of the provisions of this article, or procures,
aids or abets any such violation by any public service company, shall
be guilty of a misdemeanor.
(b) All personnel of the commission who are convicted of violating
Section 15 of this article, prohibiting certain conduct by personnel
of the commission, shall, in addition to other penalties, be removed
or discharged from office.
(c) Every natural person convicted of a violation of any of the
provisions of this article shall be subject to a fine not exceeding
$1000. for the first offense, and not exceeding $5000. for each addi-
tional or subsequent offense, unless a different punishment is spe-
cifically provided for such violation by law.
(d) Any natural person convicted of violating any of the pro-
visions of this article respecting taxicabs shall be subject to a fine
not exceeding $50. for the first offense and not exceeding $100. for
each additional or subsequent offense.

95. (forfeitures.)
(a) Any public service company which fails to file its annual report
with the commission within the time limited by this Article, or
extended by the commission; or fails to give a full, specific and
responsive answer to any question reasonably directed to it by the
commission, or fails to make any report or furnish any information
