The Speaker pro-tem was sworn in by the Chief Clerk of the House
of Delegates.

The Chair called for the nominations for Speaker.

Whereupon Mr. Boone, seconded by Mr. George R. Hughes, placed
Mr. John C. Luber in nomination for Speaker.

Motion was made and carried that nominations be closed.

Mr. Luber was unanimously elected Speaker of the House of Delegates,
for the Special Session.

The Speaker pro-tem appointed Mr. Boone and Mr. Hughes to escort
Mr. Luber to the rostrum.

The Speaker pro-tem administered the oath of office to the Hon.
John C. Luber as Speaker of the House of Delegates.

The Speaker made the following address:

First let me say thanks for the confidence you have expressed in me
by re-electing me your presiding officer for this extraordinary session.

With your cooperation we will enact with speed and dispatch the
necessary legislation for which this session was called, but I want each
and everyone of you to have the opportunity to have considered any legis-
lation essential to your community.

So let all cooperate in passing the necessary legislation for which this
session was called and again return to our home for a needed and well
earned rest.

QUORUM CALL

The Speaker announced a quorum call, resulting as follows:
