for this special session that my advice is requested on matters of a State-
wide emergency nature which were not included in my proclamation.

Dear Mr. President:

I wish to call your attention to House Bill 13 which would authorize
the Military Department to acquire by purchase or condemnation certain
real properties lying in Baltimore County adjacent to the Glenn L. Martin
plant, which properties are needed for the safe operation of the Fighter-
Squadron of the Air National Guard of the State of Maryland.

This Bill is identical to H. B. 49 passed during the regular 1956
Session of the General Assembly and about which the Attorney General
has now raised certain questions.

The Adjutant General, Major General Milton A. Reckord informed me
that this Bill is urgently needed if the National Guard is to operate jet
planes from the Martin runway. In calling the attention of the Senate
to H. B. 13 I understand that I am acting in accordance with the rules
adopted by the Senate for this Special Session and that my advice on
matters of State-wide emergency nature which were not included in my
proclamation is requested.
