retirement system under the laws of this State or the City of Balti-
more or any other political subdivision thereof, including the Teach-
ers Retirement System of the State of Maryland.
During the period
of such absence of any person who was employed by the State or any
agency thereof, or by the City of Baltimore or any other political
subdivision of this State,
including teachers, at the time he entered
active service, the State or such other aforementioned employing
agency [thereof] shall make its contributions on behalf of such em-
ployee as it would have made had he not been absent and had re-
tained his status as an employee during the period of his absence
and shall also make on behalf of such employee the contributions
which such employee would have made had he not been absent and
had retained his status as an employee during the period of his
absence. Such person, however, shall have no right to withdraw any
part of any such contribution made by the State or any aforemen-
tioned employing
agency. The Boards, trustees or others charged
with the administration of any pension or retirement fund or system
are hereby authorized to issue rules and regulations to carry out the
provisions of this section, any present rules and regulations to the
contrary notwithstanding.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 756
(House Bill 72)

AN ACT to repeal Section 123 of Article 2B of the Annotated Code of
Maryland and to enact in lieu thereof a new Section 123 of Article
2B of the Annotated Code of Maryland (1951 Edition), title "Alco-
holic Beverages", sub-title "Restrictions Upon Licensees", provid-
ing for cash payment for the sale of all alcoholic beverages in
Washington County; providing a definition of the term cash; pro-
viding that no suit is maintainable for collection of debts in viola-
tion of this section; providing that violation of this section shall be
deemed a misdemeanor and further providing a penalty therefor.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 123 of Article 2B of the Annotated Code of Maryland, be
and it is hereby repealed, and a new Section 123 of Article 2B of the
Annotated Code of Maryland (1951 Edition), title "Alcoholic Bever-
ages", sub-title "Restrictions Upon Licensees", be and it is hereby
enacted in lieu thereof, to read as follows:

Section 123A 123. In Washington County no holder of any license
authorizing the sale of alcoholic beverages at retail shall sell any alco-
holic beverages except for cash
