That the Legis-
lative Council be requested to provide for a comprehensive survey and
report, prior to the 1961 Session of the General Assembly, by its
Committee on Taxation and Fiscal Matters or by some other appro-
priate agency, of the respective financial resources of the State of
Maryland and its political sub-divisions with a view to extending
the resources and improving the financial condition of the counties
and municipalities in accordance with some coordinated and compre-
hensive plan that will not harm the State's own financial condition;
and be it further

Resolved, That the survey hereinabove requested take into account
the findings and recommendations of the Governor's Commission on
City-County Fiscal Relationships.

(House Joint Resolution 13)

House Joint Resolution calling upon the Board of Public Works to
increase its present allowance for use of private automobiles.

WHEREAS, The basic mileage allowance for the use of private auto-
mobiles used for State business was set by the Board of Public Works
ten years ago at seven cents per mile; and

WHEREAS, The Legislative Council has found that the cost of
operation of an automobile has increased considerably since the basic
rate was established, and that many large employers have increased
the basic mileage allowance to more than seven cents per mile; now
therefore, be it

Resolved that the General Assembly of Maryland, Recommends to
to the Board of Public Works that the basic mileage allowance for the
use of private automobiles on State business be increased from seven
cents to eight cents for the first 7, 500 miles during any one year;
after which the rate shall revert to seven cents per mile; and that
the additional allowance for transporting passengers be eliminated;
and be it further

Resolved, That a copy of this Resolution be sent to the Board of
Public Works, Treasury Building, Annapolis, Maryland.

Approved April 6, 1960.
