inspections of all such projects during the course of construction
and to require such construction to be in conformity with the ap-
proved plans.
(c) Upon the completion of any such project the individual, firm,
partnership, mutual enterprise or corporation constructing the same
shall file with said Commission as a permanent record a certified
copy of the full and complete plans as built, and such record shall
be of such character and in such form as may be prescribed by the
Commission.
(d) This section shall not apply to any water supply, sewerage
collection and disposal system constructed for the sole purpose of
serving any single building or group of buildings serving as a
single farm unit or as a single commercial or industrial establish-
ment.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of the members
elected to each of the two Houses of the General Assembly, the
same shall take effect May 1, 1959.

CHAPTER 793
(House Bill 645)
AN ACT to repeal and re-enact, with amendments, Section 713 (j)
of Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources", sub-title "Oysters and Clams", relating
to the taking of soft shell clams in Talbot County within 150 feet
of any bulkhead, wharf, pier, etc., and relating generally to soft
shell clams in Talbot County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 713 (j) of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources", sub-title "Oysters
and Clams", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
713.
(j) Taking upon natural oyster bar; prohibited areas in Talbot
County.—It shall be unlawful to take or catch or attempt to take or
catch soft shell clams with a hydraulic or mechanical dredge or with
any other type gear upon any natural oyster bar as defined in the
first paragraph of Section 696 (I) of this Article. In the waters of
